1st step:

Press the key combination [Windows] + [I] to open the settings under Windows 10 and select the item " Personalization ". Alternatively, you can right-click on your desktop and choose " Customize " from the menu .

2nd step:

You are now in the personalization settings of Windows. In the menu on the left, switch to the " Colors " category .

3rd step:

Now scroll down a bit. Under the item " Show accent color on the following areas " check the box next to " Title bars ". The title bars of the windows are then displayed in the color of your choice . You can choose from a range of colors or create your own by clicking on " Custom Color ".
