Log in to eBay and go to the Block Buyers For Your Offers page .

2nd step:

Now enter the eBay user names of one or more buyers who should be blocked. Separate each user with a comma.

3rd step:

Now click on " Send ". All buyers on the list will be excluded from future auctions.
